Trust Threshold / Worthiness Fin Architecture

This branch proposed that Fin refuses to bind or operate when Rowan is panicked, violent, dissociated, selfish, or otherwise outside a cooperative state; that higher cognition is disabled pending a Trust Threshold; and that Heka may withhold or remove Fin until Rowan earns it. This is retired because current DOG places the moral choice with Rowan: Fin has agency and can withdraw, but technology should not predetermine her virtue or make her final refusal automatic.
